在解放區，一方面，軍隊應實行擁政愛民的工作，另一方面，民主政府應領導人民實行擁軍優抗的工作，更大地改善軍民關係。

在擁政愛民和擁軍優抗的運動中，徹底檢查軍隊方面和黨政方面各自在一九四三年的缺點錯誤，而於一九四四年堅決改正之。以後應於每年正月普遍舉行一次，再三再四地宣讀擁政愛民公約和擁軍優抗公約，再三再四地將各根據地曾經發生的軍隊欺壓黨政民和黨政民關心軍隊不足的缺點錯誤，實行公開的群衆性的自我批評（各方面只批評自己，不批評對方），而徹底改正之。
